Indeed, it sounds like the client doesn’t know what they’re on about…
But….
If you have Quicktime, you have Sorenson, you may just need to enable it.
Go into QuickTime Preferences -> Advanced. Click on “Show Legacy Encoders”.
This free version doesn’t include the advanced options like 2-pass encoding, IIRC, but it’ll get the job done.

Nasty indeed:
Not only is the frame size neither 4:3 or 16:9 it’s also way to big for the data-rate you’ve been restricted to (approx 200Kbits/s for both audio and video)
I guess this is one of those jobs where the clients web designer is telling you what frame size to use so it fits in their page, rather than you giving them some correct frame sizes and them building the page around one of them….
If you really are totally restricted to that frame size and frame rate there’s little you can do about picture quality as it’ll look pretty rubbish unless the content is almost totally static!
I suggest letterboxing the 16:9 clips into the frame rather than cropping, this in turn will reduce the active picture area making it a little easier to get better quality encode at the given datarate.
Obviously use 2pass VBR if you can.
Allocate the minimum datarate you can get away with for the audio….32kb/s?
Even following all that, the encodes are unlikely to look very good.
So, either reduce the frame size to something more suitable (and at the correct aspect ratio), or increase the bitrate, or a bit of both!

Episode with the Flash add-on will do all of them except animated GIF, I think After Effects can do that, not sure. I’ve not been asked for it in over 10 years, Flash has replaced it.

What compression tools do you have?

It might not make too much difference but you’ll probably find using the H.263 (not H.264) codec quite a bit faster.
Other solutions (realtime and faster) are out there, depends on your budget..

You got yourself a can of worms there.
Unless you are doing a proper conform from 50-25fps, you are simply throwing away half of your frames, so no wonder progressive looks ‘Choppy’
There are ways to properly conform your footage but I don’t know of a way using the tools you have there. Personally I’d use Cinematools on the Mac (Part of Final Cut Studio) but you probably don’t want to hear that.
With some knowledge of scripting you can get good results using Avisynth:
