Progressive source content encoded to progressive MPEG-2 and displayed on a progressive display should look great.
There must be something wrong with your settings and/or workflow somewhere along the way. You need to make sure every setting in each application is set to progressive or non-interlaced.
What frame rate is the 720p?

Simply put,
Streaming files are delivered from a dedicated streaming server as RTSP (Real Time Streaming Protocol) where as ‘web’ files are delivered just like any other file over the web from a bog-standard web server as HTTP, this type of delivery is also known as progressive download.
On most cases you’ll want a standard HTTP web download file.

FYI:
Quicktime could do this years ago and is part of the reason Quicktime was chosen as the file framework format for H.264.
Shame it got lost in the background before anybody really took advantage of it.

Your workflow should be:
Export from Premiere at full resolution 1280x720p
Encode to elementary stream MPEG-2 progressive in Tmpgenc, resizing to 16:9 720x576p
(You don’t need to ‘add’ fields)
Author DVD.

Does the droplet work?
If so then you probably need to repair your disk/permissions, from the boot/install DVD.

Nothing will prevent a determined person from grabbing your movies unless it is actually streamed from a streaming server.
As a normal http download movie, a copy is stored in a temporary place on the hard drive, but a savvy user will know how to find it.
There are a couple of ways to make it hard for the casual user:
1. Use the ‘kioskmode’ EMBED tag in your web page. This will remove the “Save As” feature, e.g.
or
2. Open the movie in Quicktime Pro. Go to Movie Properties, Select the ‘Presentation’ Tab and set the ‘Movie Controller’ type to None. Obviously this will completely remove the movie controller but all the keyboard shortcuts will still work.

720p is progressive, there are no fields, so you shouldn’t be applying any deinterlacing anywhere in the workflow.

I’m not sure then, Tmpgenc should give good results. Are you sure it’s not an issue with fields?

In compressor you want to create a Program Stream not an Elementary stream.
MPEG-2 will obviously be higher quality than MPEG-1 but if you’re happy with MPEG-1, then stick with it.
