This worked for me. I did unshy the camera and switched the viewer to “Active Camera”. The expression was simplified to using “.toComp([0,0])”. I hope this works for you and or puts you a step closer to your desired result.

The only other thing I have is drawing a motion path and have a null follow that. Then you can pair the effect center to that null.

If the goal is for the “Circle” to follow the “Object to follow” why not make a stroked shape and link the position to the follow object? That way you have a 3d object following a 3d path. I attached a project to demo. I didn’t watch the tutorial so I am not sure if this is what you are after.

The speed of the comp and the description you provided reminded me of issues I had when making scrolling credits. I did a quick search and found this site. http://endcrawl.com/blog/why-are-my-end-titles-jittering/
Hopefully this puts you on the right path. I wish I could provide more insight but that project was 8+ years ago. It’s all about math and making sure the speed of the comp.

Did you rig it with DUIK? You can create your artwork at the scale you need it when “zoomed in.” For example I have done some scaling with rigs and created the artwork in a 4k comp, and then scaled them down in AE. That way when you scale it up you aren’t losing fidelity. You could also remove the rig, tick Continuous Raterization, and then re-rig the art. Either way unfortunately requires some re-work.

I don’t know the exact reason behind it but yes, this is normal. I’ve experienced this a number times and it doesn’t always effect every piece equally. Unless you are scaling the artwork you don’t need it enabled.

Are they using a different browser? If you upload it does it work fine for the other person, or is it just broken when you upload it?
It sounds like a browser or upload problem since it plays fine on your computer before upload. Try uploading it to Drive and then re-download and load it into AE, does it still work fine?
