Do you have more than one camera in your comp?
The active camera is the only camera that renders. The active camera is always the topmost camera in the layer stack.

Rather than use the paint tools in After Effects you could make your torn/rough edges in Photoshop and use that as a track matte for your comp.

Todd provides good advice. You’ll likely need to use the Path Options for the text animation, so look for information on that in the help files.
One of the very first videos I saw done in After Effects circa 1994 used type in a similar fashion, though After Effects had only recently been acquired by Adobe and text based animations were tricky to pull off back then.
I think the video was of a Seattle band performing “Sitting on Top of the World”…

Since there are so many ways to create a colored ellipse it might be helpful to know which method you chose, masked solid, shape layer, circle effect?
How was it colored? Fill, effect, gradient…? Did you move all attributes to the new composition when you precomped?
My guess is whatever method you chose broke the render order.
I’ll invoke Brian Maffit’s exhortation to remember M E T, Masks, Effects then Transformations. That’s the order you need to respect when nesting comps.

Since the stroke effect is applied to a mask, other masks on the layer will not mask the stroke regardless of the mask mode.
Just precompose the layer with the stroke and mask the precomp.
