The video card does not help with rendering or workflow, other than in the following cases:
1) Ray Tracing and the video card is an nVidia CUDA card with sufficient VRAM.
2) Some effects, like Optical Flares can use the GPU for processing and speed workflow and renders.
IMO more RAM and an SSD cache drive will give you a better performance boost.

CUDA is only available on nVidia GPU’s, not on ATI. You don’t need it and can safely remove the control panel.

Joseph’s suggestion of SureTarget is worth considering.
An alternative is pt_Multiplane, which moves selected layers in 3D while maintaining the proportional scale of each layer.

Purge the Image Cache and Disk Cache.

Do the layers in the PreComp have the 3D switch enabled?
Here is an example with a nested Composition with CR (actually CT) and 3D rotation.

Not at all. Something is amiss if everything else is identical other than the computer.
If all plug-ins, versions, the project settings, colour space, openGL settings (turn off!), monitor calibration, are the same then there shouldn’t be glaring differences such as you describe.
