This is a very serious problem, as “over-iris” can be difficult to correct (it loses image data in the too-bright areas.)
But, I saved this from last year on the COW:

if you want to thicken up the highlights without darkening the darker areas, try isolating the highlights with a chroma key filter (yeh, don’t worry about the name) set to near white to pick out the highlights (you’ll need to invert the chroma keyer but that’s easy).

But getting to basics.
It would be wise to simply NOT USE the native Tilter(s) in FCP.
The far-better titles can be made with “Title 3D” from Boris.
“Title 3D” should be one of your title choices in the FCP generators pull-down.
If it isn’t, it was not properly installed originally…
“Title 3D” is INCLUDED with FCP on the original install discs.

I didn’t know you could make the SLUG a different color.
Anyway, if you continue to have problems, just use the “Matte” color generator set to the color black.

And, always have your DV device connected via FW and turned on BEFORE you start FCP.

Since PBS is not “stations”… but its own “unique entity”.
THEY alone will set the standards that they now accept.
I would imagine its not uncommon for them to want programs produced in 16 x 9 “HD” these days.

The first thing to always try is to Quit FCP, Restart the Mac, Open your FCP project and try again.

A great way to do this is to use “FCP Rescue” a free Apple Script that will Trash the Preferences for you (and restore nearly all of your user settings afterward).

Virtually all camcorders with the DV format can playback Ch. 3 & 4, but you need to switch them to that mode (likely in the MENU settings for audio).
Likewise, FCP must be set to access Ch. 3 & 4.
Here’s how (it is the same for PAL, but you will of course use the PAL settings):Final Cut Pro (menu pull-down) >
Audio/Video Settings >
Capture Presets >
Click the “Duplicate…” button >
a new “Capture Preset Editor” window will open >
Change the “Name:” field to DV NTSC 48 kHz CH 3&4 (so you’ll be able to tell it apart from the “normal” setting.)
Under QuickTime Audio Settings >
Input: Second 2 Channels >
Click “OK”Now, try a capture. If the audio is on CH 3&4, you’ll get it into FCP.
Remember to put your “normal” settings back (to “First 2 Channels”) after you captured CH 3&4 tracks.
