Is this a NAME of a sound effects library or are you just looking for sound effects in general?

The first thing to always try is to Quit FCP, Restart the Mac, Open your FCP project and try again.

A great way to do this is to use “FCP Rescue” a free Apple Script that will Trash the Preferences for you (and restore nearly all of your user settings afterward).

NOT standard.
You must remember that if you decide to “transfer” a :30 digital spot via the internet, it can take an hour or more to send a compressed file.
I don’t know how you charge for your time and gear, but adding an hour to the bill would look a lot higher to a client than a delivery fee.
Another method is to “post” your spot on your own FTP site (if you have one) and have the station(s) “download it” from you, but I’d still charge for that service.Beta dubs are still the most common deleivery method for broadcast.
And, as was said earlier, you’d have to get the station to agree to do any of this.

Manually writing on the tape is only a “temporary” in-the-field thing for me.
I needed a good way to (re-)label miniDV tapes permanently (and NEATLY) for storage and easy CLEAR identification for future access.I decided I’d look for something that already existed before miniDV tapes that would FIT the size of them.
Here it is:
Avery 18167 Mailing Labels
They are 1/2″ x 1 3/4″ white labels.
These fit on any edge of a miniDV CASE and they fit nicely on the top of the miniDV TAPE as well (without gumming up a deck or camcorder).
If you have a good labeling application, it will have presets to this size label.
You just use a smaller typeface so you can include a NAME, NUMBER, and date on all of your tapes.I store my miniDVs (hundreds of them) in two ways (so I need to be able to see labels from several angles, depending on how the tape is shelved), so I print and affix THREE identical labels for each tape:
One on the SIDE of the case (one of the shorter sides)
One on the TOP of the case (one of the longer sides).
One for the TAPE itself (can also be seen thru the “front” of the clear plastic case.These Avery 18167 Mailing Labels are available at most office-supply stores.
