The best way is to use Compressor. You can use the Frames and Geometry tabs to conform your frame rate and size to the festival specs.
I usually send directly from my FCP timeline, unless there’s a problem or I need to keep working. Many people prefer to export a reference movie and bring that into Compressor.

I’m going to guess that you don’t have an external video monitor connected to your system. That would allow you to spot problems like this before you get to your deadline.
Without seeing your timeline and knowing more about what format you started with and how you’re using it, it’s impossible to give you any real help.

For the Kona 3, most of the settings you need to look at are in the Kona Control Panel. I think you can set the crop or scaling there, and you can also set your 23.98 to 59.94 conversion.
With the Decklink, you need to change your playout setting in FCP to 2k 23.98 to 29.97i or 59.94P. This is done either in Final Cut Pro menu, choose Audio Video Settings, or all the way down at the bottom of the View Menu

Go to the Apple store, scroll down to the bottom of the page and click on the “Special Deals” link on the left. Maybe one of the Mac Pros listed there is more in your budget? If not, they do have Mac Book Pros too.

That’s the problem when you go from 30P to 24P. You’re only keeping 20% of the frames and you don’t have a lot of the in between information to draw the new frames from.
If you do this in Compressor, open up the Frames tab and make sure that everything there is set to “best”.
Your other alternative is to use Compressor or Cinema Tools to slow the 29.97fps down to 23.98fps, making a frame to frame conversion. You’re slowing it down by 20%.
In CT you “conform” the file from 29.97 to 23.98. It’s instant.
In Compressor, in the Frames tab, there’s an option at the bottom to “make 29.97 play at 23.98” or something like that.

You do know that this monitor will not display HD, right?
I don’t know the menus of that monitor, but I do know that it can display YUV when it’s set properly.

I think the first version of MBS required FCP 5.1 and FXPlug.

It sounds like you have the monitor in RGB, not in YUV (aka Y,Pb-y,Pr-y). You leave the cables connected the same way, but you need to switch the input in the menu or front panel.
Which monitor is this, anyway?
