I would do neither.
Choose your project settings the same as your footage and make it into letterbox in the AME.

I’m on an i7-940 with 12 gig ram (custom made),Vista 64 and Production Premium CS4 works like a charm.
Edits HDV like butter. Tried some avchd: very smooth. So do my Cineform avi’s.

If your source monitor is to small they disappear. Stretch the monitor horizontal.

You cannot make a BR in progressive PAL, interlaced is the only option. Field order should be upper.

If you extend the project window you will see all kinds of metadata displayed.
You can choose any of these columns (click on the name) to get you clips in the correct order you like them to be.

In CS4 make a new sequence, copy from old sequence and drop it into the new.
Other versions you will have to make a new project with the settings set in the editing mode/desktop. Import older project into new one.
