I think you mean crop 8 pixels from top and bottom in the source monitor of the export settings. This will fill out the screen.

Well Premiere Pro aint Elements.
If its DV you can have a look at Scnenalyzer.
It has an old freeware download on the site.

Or do the scene detect in Elements and import into Premiere.

Set Playback to highest resolution and Fit.

In Premiere under H.264 you will find Youtube preset and the work perfectly.
Just change the resolution.
