Yes you can put SD on a BD but it will be in BD format.
If you want uncompressed avi then you will have to burn it as data on a BD, but you wont be able to play it.
If your timeline is under 1.5 hours it will fit nicely on a DVD.
If you still want a BD, export via dynamic link to Encore and let Encore do the math.
Otherwise export to dv avi and import into Encore in a BD project. Encore will will transcode to BD format.
SD on a BD will have the same picture quality as SD on a DVD.

Slide your clip to the position you want it to be in the video track.
Still hold the mouse down and press ctrl, now move the mouse over to the audio part and drag it to the audio track you want it to be.

You cannot edit video shorter than 1 frame.
However you can edit the audio to 1/48000 of a frame.
