DV (tape) from a camera is dv-avi with lower field.
Mpg from a SD (standard def.) probably a dvd camera, is almost always upper field. So make your sequence upper field. Also export to upper field.

Reboot Premiere while holging the crtl+alt+shift until welcome screen.
Trash your media cash.
Import project into a new project.

Yes you can burn BluRay content to dvd but only as an iso with a 3rd party burnsoftware. However the dvd does not play in all BluRay players or can have issues.

Best is to use a BluRay Disk if you want HD.

Ctrl+space will play from playhead to outpoint.
If you want to play from inpoint to outpoint you need to set a keyboard shortcut.

Download HDV split and let this tool do the scenes splitting.
See if that will help to get rid of the out of sync problem.
