If i type 51203 (on the numeric path) the playhead jumps to 00:05:12:03.
If i now type +12 the playhead will jump to 00:05:12:15

Try enabling it first.
Right click on the clip and check Enable.

With Premiere you cannot open several projects at the same time however you can open a project within a project.
In PPCC you can import assets from other projects with the media Browser.

Pro2 does not edit mpeg very well due to the long gop.
If you wanted to edit mpeg one needed to get the Mainconcept plugin.
Dont think that specific plugin is still available.
