No, blue color means that the Pan/Crop settings were changed, that’s all.

I’m not the expert, but I think CC do not support cyrillic symbols (as well as any other characters other than Western European). Read more here

The last version of Vegasaur toolkit has “Sort Events Chronologically” command that will do what you want. In addition you can use Quick Properties tool to rearrange clips by timecode, by rec date, in a reverse or in a random order.

Select first event and drag’n’drop it to the second one with the right mouse button. In the opened menu choose Shuffle.
There is no key combination. -
