Use Copy + Paste Event Attributes technique. Add Velocity to the first event, create a 1 sec freeze then copy event (Edit > Copy). Select all the rest events and apply Edit > Paste Event Attributes.

Try Video4YouTube free plug-in for such rendering tasks.
It also use Sony AVC and you can select from 240p, 360p, 480p, 720p, 1080p resolutions. (If you are not using YouTube, just uncheck the Upload option). It also automatically match your project to the selected output format.Best regards.
