Absolutely. I don’t know if he did it with AE, but there’s no real 3D in there that is beyond AE’s capabilities. That said, his Camera Skills, not to mention his design sense, are both top notch.

Create a solid, and use the effect called fractal noise.
Then add the effect called Colorama. The defaults for colorama are pretty psychadelic, but you can adjust the fractal noise settings to change the looks a little more.
Watch this tutorial for a clearer idea of what I’m talking about:

Hi there-
I think you could get rid of the grid structure if you approached the porject from a different perspective. Create a grid, and then create another solid layer with the same fractal noise effect. Use that fractal noise effect as a Luma matte for the grid layer, and you will only see the parts of the grid that fall under the whiter parts of the fractal noise. Then either add an adjustm,ent layer with a glow effect, or nest the comp in a new comp and add the glow effect to the nested comp.

using an expression link the effects center point to the adjustment layers position. That will do it.
Spo in Bulge Center add the expression: transform.position

Yup – you just line everything up at the same starting point, trim the outpoint, select every layer and then use the keyframe asistant.

By the way, there’s a keyframe assistant for this.
Set each image to a length of 11 frames, and then select them all and choose Animation > Keyframe Assistant > sequence layers.
Then set the overlap to 3 frames.

I would suggest taking a look at wondertouch particleIllusion 3. There are some fairly realistic water effects of the nature you just descibed. I’m sure you could get similar from trapcode, but not without some work.
