I’ve found the Random Edits plugin with the Sapphire plugins does the job nicely.
Random Edits needs text with some predone movements. Applying Random Edits to this layer will animate it with random movement from the base animation you setup.
You can download the demo and see it in action.
Also, you could try animating a particle with text as your particle. Particle Illusion has some presets that do this quite well.

Check the type preset animation gallery in 6.5. Go to HELP and choose Text Preset Gallery.
Look under mechanical. I think there’s one close to what you’re describing there.

What’s the thought process behind any product “losing steam”?
I love products that have long, stable release lives. For us, it means we worry less about upgrading and relearning software every 12 months. Combustion has gone about 18-24 months between releases, and I love it that way.
I don’t suffer from extended down times because of any problems out of 1.5, so I see the 2.0 release as a new feature set more than anything. And even then, I’ll have to evaluate my needs for it, because I get all my editing work done just fine, right now, in 1.5.
It certainly isn’t as though Adobe’s going away anytime soon.
When Adobe’s got something to show us, they’ll let us know. They always have…

What I created once when I did something like this was:
I created a proper contrasting gradient for my character in PS.
Went into illustrator and drew a VERY long/wide graphic. I placed drawn lines intermittently throughout this.
Took the both of them into AE, and animated the lines moving from left to right over the course of time needed to be on screen, over the gradient image.
Tips to remember for anime’s sake…
The lines DO NOT need to move fast. Frequently “action” lines are moving at a fairly even pace. Usually, it’s the character itself, moving slowly against the lines that creates the “urgency” of the scene.
Also, since this portion does not take place in any bearing of reality, don’t be afraid to have your character move around a lot, vibrate, or some other associated movement to go with the scene.
I can recommend you just our right copy/watch any episode of Dragonball Z, Pokemon, or Sailor Moon if you can. These are the gold standard for imitatable japanese art styles. And since each of them is nearly a decade old or more, it’s fairly easy for you to one-up the original.
Newer animes tend not to do this as often anymore since all the animation’s being done on computers, it’s not a big thing to do detailed backgrounds anymore.
Another recommended anime is FLCL (aka Fooly Cooly) which airs on Sat nights (1am EST) on Cartoon Network. You can see a much more modern computer animated take on this look. This week’s episode is a prime example.

Assuming you’ve got current versions of everything, check out the plugins folder in your system.
C:\Program Files\Adobe\Premiere Pro 1.5\Plugins
If they don’t show up in that folder, try a reinstall, and tell them to look in that folder for installation.
For the purpose of upgrading between versions, your plugins won’t simply be there on an upgrade. You can try to copy them out of your Premiere 6.5 folder and see which ones work, but a reinstall would be recommended.

chroma key?
Add in a white-color matte, and use that as your background image.
You could also shoot on an entirely white set. Make sure you have your set lit properly to eliminate shadows completely for the framing of the shot. It’s not nearly as hard as it would seem… Penn and Teller do it all the time for their TV show on Showtime…

Yeah, you really need to have a PC in the office to interface with.
MS or Apple, whichever, in their infinite wisdom; never made NTFS friendly with OSX.
I run into this all the time when I’m transferring things to the ipod to take from the mac to the PC.
Mac’s will see the PC correctly via their shared networking protocols, so you can open a shared folder, swap your files over to the PC and be ready to go from there…
If you like, you can keep a shared folder mounted permanently on your desktop.
