Not really. Unless, you have After Effects, then it is possible, but it will take After EFfects a lot more time.

1) Download and install an application called Crap Cleaner
2) Uninstall Premiere Pro
3) Run a registry fix in Crap Cleaner
4) Re-install Premiere Pro
5) Install all updates
6) Test -
Good point about NAB. Hopefully, something else may come out.
On another note: I would get the best PC you can afford. The more $$ you spend now, the less $$ you have to spend upgrading various system components, if you do decide to edit and produce HDV content.

AH! I see. Let me look around and see how that effect can be produced. It will require a combination of a variety of filters.

Reduce the audio levels to -6db and see if it helps (via the Audio Mixer)

I would go with the Matrox then. Although, the rendering time difference is not substantial between the Matrox and any other card, you may benifit from the real-time color correction functionality.

Try de-interlacing the frame in Premiere Pro itself. Right click on the clip and look for the de-interlace settings.

Have you installed any new plugins? If so, uninstall them and try again.

Encore is perhaps not the best software to create titles in. If you have some extra $$, get the Production Studio. YOu get ability to add animated menus with After Effects and the ability to create menus from scratch in Photoshop.
