I would recommend 2 things:
a) Try a cleaning tape and retry your capture attempt.
b) IF you have access to another capture device, try that as well.– Aanarav

I am assuming you are using QT files on the PC. Is that correct? And if so, why are you doing that? PPRO on the PC prefers AVI files.
Also, are these files MPEG4 by any chance?

I am not entirely sure that Premiere Pro has camera-specific presets, but there are presets in Premiere Pro that will capture the footage and you should be able to use that footage in FCP.

2.5″ drives would fine for the most part, but you should keep 2 things in mind:
a) Expensive: These drives are relatively expensive than desktop drives
b) Speed: Many of these drives aren’t very fast, which may result in degraded performance.– Aanarav

In my experience, NTSC discs playback fine on PAL players, but not vice-versa. But, its better to be safe than sorry.
A few people have tried that procedure with acceptable results, so definitely give it a shot.
I use Canopus Procoder to do the conversion and IMO it creates a better output.

Yes.
Then again, price is relative. If those features aren’t important enough for you, don’t upgrade. For me it is worth it and hence I pay for it.

While there aren’t very many new features in Premiere Pro CS3, the features that have been included are fantastic and worth the upgrade price.
Also, with the new suite, you get updated versions of After Effects, Photoshop, Illustrator, Flash, Encore, OnLocation and Ultra.
Thirdly, there have been significant memory enhancements in Premiere Pro, which again make it worthwhile.
