I would reccomend against the 64 bit processor, because Encore really doesn’t play well with such systems.
Also, could you define what you mean by “encoder board”. If you are referring to DV Storm, then you should know that it is no longer supported with Premiere Pro 2.0

Make sure that you have trimmed atleast 30 frames of video from the head and the tail of each video clip to get a smooth transition.

Not really. If you do want to move/shift the entire timeline over, use the Move tool (keyboard shortcut: M) and then move the clips. To move clips on more than one track, hold down Shift and that will move the entire content of the timeline over.

Hmm…I don’t know about this. Any links to point us to this information? Also, to answer the second part of the question: If all you have are straight cuts, then there really isn’t anything to “recompress”, unless you are going to an inferior format, such as MPEG2, MPEG1, WMV, QT, FLV etc…

Computers have gotten quite powerful compared to the one you specified above. At this point, I would ask you the question “what is your budget”. You can get a dual core system with 2gb of RAM for approximately $1000.

Yep, that is true. I always reccomend saving a copy of your project file, before opening up a file in a new version.

I would reccomend a reinstall and (most) of the time a re-install does not require activation. Did you purchase a boxed version of this app or did you download the app from Adobe’s website. For the latter scenario, I have seen this occur multiple times.
