Yeas AE has a function that does this. It is something Motion should have, maybe in next version, they should also include camera projection in the next version.
You are going to have to draw all mask you need.

HI There,
You can achieve the static effect by using noise filter and overdrive filter. Make sure you set both colours of overdrive filter to what ever the colour of the text is. if you text is white colour than inner and outer colour should be white. I also applied Wriggle to the noise filter Amount and used Monochromic. Please also note I have applied both filters to the group rather than text. see my attached motion document for more info.

if there is a filter that does this I honestly do not know which one. I never had to do this. Have you tried to just cut the frame out and re-render the movie. Also use something which is called frame blending.

Well, you need to first export the frame you need by going to render and change render option to current frame. (you must have your movies already imported into a time line than you have to movie your yellow tool tip to that position), then export and do what I have written above.
Then you need to bring in that frame from what ever place you have saved it, create another group in you time line this, time Group have to be directly above your footage. Lastly place that frame above the frame you want to replace it with. Then render your movie in the same codec as your original footage.

First you can change where your assets are being placed by going to Motion then preferences/project then change to CREATE LAYERS AT : Start of the project.
Also if you place your yellow tooltip or scrubber to what ever point in your time line use letter I to set IN Point or O to set out out point of a layer or a group.

P.S IF things go wrong with Motion and you have to delete motion preferences you have to change your assets to begging as I have explained it above.

Also you can render your movies with all of your filters, particles and behaviors providing you have finished working with them. Then render only that group and use a codec such as Mp4 (as it produces small movie file sizes). When you get EXPORT WINDOW use After Export Option (Import Into Project). See image for more detail. Then switch off the group you have just rendered and imported into the project. Plying rendered movies always work better that non flatten layers with filters, particles and behaviors applied. See attached image for more details.

do you have lights in your project. if so switch them off, for the moment and see if this helps.
