If I understand your question correctly, yes, this should be pretty straightforward.
Animate white layers over a black background. Render this out from Ae and use it as a luma matte [link] in Premiere. Any white pixels will be completely opaque in Premiere, any black pixels will be completely transparent, and anything gray will be semi-transparent, depending on its brightness.

You could create the block as a rectangle, then create two shape layers above the block and the text (one pinned to the left edge, one pinned to the right) that knock out curves with Silhouette Alpha blend mode.

There’s a great, new-ish feature in After Effects called the composition profiler that shows you exactly how Ae is spending its render time. You can use this to see a breakdown of render times for individual layers, effects, styles, and masks.

With this tool, you could run a quick test to see what performs better on your system. As Michael mentions, there are a lot of variables that will affect performance.

Yes, confirmed! I just tried this, and using a Wacom with the brush tool is an instant crash on Ae 23.3 (latest), Wacom driver 6.4.1-2 (latest), macOS 12.6.4 (latest Monterey release), both running natively for Apple silicon and running under Rosetta emulation.
Mouse strokes are fine.

Normally when Ae opens a project, it opens timeline panels and a viewer for any comps that were opened when the project was saved. If you hold Shift while the project loads, Ae will open the project WITHOUT opening timeline/viewer panels for previously-opened comps.
Then, you could open comps one at a time and see which comp is crashing Ae. Finally, you could put CapsLock on, open the culprit comp, eyeball off every layer, turn CapsLock off, and eyeball the layers back on one at a time until you find the one that’s causing the crash.

Another option: don’t remove the people on the right, replace them. Do a 3D track on the shot and use it to insert a 3D rock or shrub right in their location. You could do a lot for this shot with Ae’s camera tracker, a Turbosquid model, and Element 3D.

You could probably most easily do this specific animation with text on a path, and characters like the pipe symbol, the apostrophe, hyphens, and dashes.

Good call, Adam. If you’re just looking to matte something (rather than drive an effect with the mask), you can just reference the layer directly.
But rather than Set Matte, I’d suggest looking into the new track matte system. In the most recent version of Ae, you can select any other layer in the composition as a layer’s track matte; you are no longer restricted to the layer above. This makes it super-easy to reuse mattes without duplicating layers, and without worrying about the size mismatches that can happen with the Set Matte effect.
