Actually, I would’ve done that if the time allowed me to.
So, I played around a few mins with noise effect as I was expecting.
Um, I guess I was just looking for some kind of one click lazy way to get away.

Anyway, is there really an effects that just do that job?

So, What I did insted playing with expression was.
I add the loop out on the layer and made that layer in pre-comp and then, time remap the pre-comp.

It waoked out with the way I wanted.
