This can be done using a Luma Matte of required shape for Text Layer.

It is a simple Shape layer or a Solid with Gradients and Layer Styles.
For transition you can use CC Linear Wipe.

If you have created a Shape Layer, then Stroke Effect won’t work because it works with Mask Path only.
Create the Arrow Shape on a Solid Layer using Pen Tool and then it will work fine.
Also, You can enable shape layer Stroke Property by twirling down the Contents property in Shape Layer.
Make sure you Stroke is Enabled. Select the shape layer and there will be an option for stroke above viewer window.

I agree with Martin on turning of Shear and perceptive as it will give you a better track.
Also check whether you are Exporting the Tracking data for the Correct version of AE. Check the Format while Exporting. I would recommend to choose ” After Effects Transform Data ” (last option) .

Try to use Mocha for AE. It comes with AE CS5 and gives you a good track.
There are many tutorials on YouTube which will help you to learn it quickly.
