Right now I am trying to make a movie, whose size is 640 x 480(4:3 aspect ratio). And I am editing a composition whose size is, 1024×1024,
This means that there is a lot of blank space in your composition.
What I understood from your method is that you want to make a proxy of 1k resolution comp with a resolution of 640 x 480 and there should not be any blank space(that’s why you are using Region of Interest to crop the blank area)?
Am I right?
If yes then in render queue, Choose Best settings and then go to Output Module settings.
Now check Crop option and enter the values as shown in the image:Vishesh Arora

I figured out your problem. You still have the Shatter Effect applied on the Comp and not on the Layer which is inside the comp.
The problem is while Precomposing,
Choose “Move all attributes into the New Composition” option instead of Leave all attributes to Comp 1.Then Enable Time-Remap of the new comp.

Time-Remap will not work if you enable it for the Layer on which Shatter Effect is Applied.

To be fair, I did use the syntax provided in the help file. So the help file is wrong.
From AE Help :
To go forward a specific period of time or number of frames, click the current-time display, and then enter the plus sign (+) followed by the timecode or number of frames to advance. For example, enter +20 to go forward 20 frames or 1:00 to go forward one second. Precede the value by the minus sign (-) to go backward. For example, enter +-20 to go backward 20 frames or +-1:00 to go backward one second.
You misunderstood what is explained here. You either enter the Number of Frames OR Directly the Timecode.
So the help file is NOT wrong.

Roland is absolutely right. I tried entering 1:00+5 even in CS3 version and nothing happened. Just enter +5 as he has suggested it will work.

one of the easiest way is to locate all flags in a 2D texture Map of Earth and then use CC Sphere Effect to create the Earth.

I have done time remmapnig of shatter effect many times without any problem.
A screen shot of shatter effect parameters(effects panel) and timeline would help to solve the issue.Vishesh Arora
