Make sure your Footage is Interpreted correctly.
Select you footage in Project panel, Right click>Interpret Footage>Main.
See the Image Below:
After Interpreting it correctly, You can Drag the Footage in the New Comp Icon as has Dave Suggested.

Put the Map and Videos in one comp and make sure there is no blank space is left. This means that the comp covers everything completely and there is no blank space left.
Now apply CC Sphere to the Comp.A screenshot of Composition panel with the map and videos on it would solce the issue.

The timecode is similar to what Timecode Effect in AE creates.

I would suggest you making the Layer 3D and then animate the position Z instead of animating the Scale Value.
Animating scale with High Value creates a Jerky Motion because of the Math used in it.
See the tutorial:

It seems that there is no effect used at 00:13. The main subject is almost still and the crowd is moving. Then by increasing the speed of video it looks like as if the subject is still and surroundings are moving.
Though in some places Slowmo has been used which can be obtained by Using Plugins like RE: Vision Effect Twixtor
Here is a tutorial on how you can achieve this:
https://www.revisionfx.com/products/twixtor/
If you wan to achieve what are looking for then a combination of Time Freeze or Time-Remap and Masking would help.
See the Tutorial:
https://www.videocopilot.net/tutorial/time_freeze/
If you want the Surrounding to move fast and the main subject to be slow or at normal speed, You can use Time-Remap feature instead of Time freeze in above tutorial.
