HD Targas are the equivalent of uncompressed HD, plus the overhead of an image sequence. I think the bottleneck is likely your drive. You would need a solid RAID array to play this back without rendering.
If rendered, what format is the preview set to?

Right, I misread that post a little. That’s indeed strange. You are importing the project, just an exported file right?
It could be a filter that After Effects is handling better?
Have you tried a direct export from Premiere instead of render queue?

Hi Jonas,
Premiere and After Effects are built by 2 different teams and their core programming is vastly different. This is mostly because AE was purchased by Adobe in the 90’s. After Effects will almost always take much longer to render, and up until recently at least, its scaling quality was much better than Premiere.

Yep, that looks like a field issue to me. Looking at the preview, I would say, first try interpreting the problem footage as progressive in your project panel and try exporting as progressive.

Hi Paul,
Resolution and frame rate should be kept to sequence setting. The bit rate can be anywhere from 8 MB/s and up, depending on how much motion/noise there is in the footage and how much processing you have available for playback.

Hi Maddy,
I’m not sure what encoder you are using within Premiere, but most mp4 encoders have a level/profile drop down menu in advanced options. You just need a higher level.
