And a follow up question. Are there any small Chimeras that can handle 2K?

Yes, I was thinking that it would be great for travel, but I think the other draw back is that you probably can’t gel or scrim this thing either.

Then you’ll have to use flash embedding on the web page. That would be a post for the flash forums.
There won’t be any way that I know of to achieve that during encoding.

Interesting thought about the copyright. I guess it would have to do with who owns the cameras.

The only thing that could cause issues is how much horsepower you have. If you capture uncompressed, it has to process quite a bit. I would recommed a Core 2 Duo for full screen.
Other than than, quality should be the same.

To start, I think it’s worth mentionning that the majority of these streams are very much copyrighted (Yes, even Cspan, it’s not Gov owned). Just don’t redistribute it.
Aside from that, you may have better luck with a screen recorder such as Camtasia. Windows Media Encoder also has a capture feature (and it’s free). I believe it also allows for uncompressed capture.

Hardrive going bad?
Well, that’s unlikely but not unheard of. Are you working on an external drive?
That should only pop up once as you load the project if the drive letter changed for example, anything after than would mean a lost connection to a drive (or network maybe?)

That sounds pretty normal to me. Interlacing will of course be seen on a computer. De-interlacing will cut your resolution to nearly half.
No artifacts should be added however. Make sure you unchecked “always recompressed” in the export menu, and of course, make sure you are using 100% quality.

Let’s first look at your preview. Is this in an external monitor or in the Premiere preview window ?
The Premiere preview window will never look as good as the export, since, even at full quality, it will be rasterized. So, either do a small uncompressed export, or take a look at it in an external monitor for a true quality assessment.
The second thing has to do with DV. If you ARE working in DV, bringing a title over footage will force a new compression to DV of that entire clip.
This change may not be drastic, but it will be noticeable.Now, unless you are exporting to DVCAM / MiniDV, that doesn’t matter, since it will not reflect the final export; it’s only compressed for preview.
