Does it happen if you send the clip to AE and add the Lumetri effect in AE? Or is it just PPro? Does it do it when queued to AME, or have you tried exporting straight out of PPro export dialog box? From AMe, try using Rendered: Software Only.
Just a few things to check out.

There is a check box in your Export Settings that you can check to Use Previews if you have them rendered. I don’t use it, but you might want to give it a shot.

So if you take your source footage in the bin, drag it to new item (lower right corner of bin), the program window opens looking that much brighter?

And if you are dead set on an iMac, I’d wait for the iMac Pro. From the tech specs, an iMac Pro with fast Thunderbolt storage should be a good option. But that’s looking at specs and not actual usage.

The only things I can see are that you wouldn’t need the Maximum Depth or Maximum Render Quality checked. 40Mbps is quite high. I usually get good results with 15-20 variable bit rate.
What sort of degrade in quality are you seeing? -
Import into PPro using the Media Browser within PPro. That should solve your problem.
Copy all folders from card over to your hard drive, open PPro, go to Media Browser, then locate your drive and main folder. Drag all your video files to a Bin from Media Browser.

What’s the capacity of your drives and how much space is left on them?
You shouldn’t go beyond 90% drive space used. Don’t know if that is your issue, but sounds like it could be.

Your video is 1080 and you are rendering 1080, don’t use “Maximum Render Quality”. Use that if you are scaling.
Also, if you can, please send your sequence to AME, select your render settings and do a screen grab. Post that screen grab. That will be helpful.

Interesting. I have a Blu-ray drive that will sometimes not recognize DVDs. I’ve never needed it bad enough to really investigate too far, but sounds like you do. I think it is more of a drive issue than a windows issue. But some things to try:
Have you checked for updated firmware for the drive?
Temporarily disable your A/V software and try reading the disk.
With the A/V disabled, power down the computer, turning off the PSU for a minute, then back on.TC
