Where are your applications installed? I typically see this error when the programs have been installed somewhere other than the default location.

I recommend asking questions like this on the application-specific forums, not this seldom-read Creative Cloud forum.

That said, the simple answer is that, yes, this computer should be able to run the current versions of After Effects and Premiere Pro. You can try the trial version to make sure for yourself.

That is a rather old plug-in.

Since After Effects CS5, plug-ins must be 64-bit.

When we release the new version of After Effects (soon!), have a look at the Key Cleaner and Advanced Spill Suppressor effects. These effects recover a lot of detail that is lost by keying effects, as well as not damaging the colors of the image as the built-in spill suppression in Keylight (and other keying effects) can do.
