The best results I got for removing the chromatic abberation in this example footage using Vegas is to take the information of the red channel of the footage to create new Red, Green and Blue channels (see figure). (Please note that the result is this way looks much better then when the Green or the Blue channels were used. Also applying the Black and White FX is not giving satisfating results).

When you selected the marquee tool, did you put the feather at zero?

Create three video tracks
Place the video background at the lower track
Place the background for the text at the middle track
Place the text at the upper track
Make the text white with a transparant background.
Make the middle track a CHILD of the upper track
Set the composition mode of the upper track to MULTIPLY (MASK).That should do it.

You can use the MASK GENERATOR to achieve this. You find the MASK GENERATOR in the VIDEO FX tab.
