OK, now I understand! This is not a bug. Everyting works as it should. When you drag the effect onto the preview screen, you add it to the whole project (all events on all tracks).
To find and adapt this effect, go to the menu bar:
VIEW
Select VIDEO BUS TRACK (or simply press Ctrl Shift B)
A new track (the output track, called VIDEO) appears at the bottom of the timeline.
In the trackheader of this track select the FX button. In the popup window, you find the FX you have applied to the whole project…

Getting the whole picture sepia except one person requires masking. Masking can be performed on the basis of color, luminance etc. The best way to perform this, depends completely on the scene where you want to do this. It might involve a lot of work when the scene is not suitable for it. So you better show a picture of the scene that you would like to use.

So you drag the FX from the FX-tab onto the event or onto the track. Also in that case you should be able to save your project and reopen it without loosing the possibility to adapt the FX. In version 8, this works fine…
Maybe a bugg in Vegas 9? Are you working already with the 9a update? (which is not yet perfect, update 9b is expected in less then 10 days).

I like the plugins from Pixelan very much. The GrainPlus 2 CreativeEase plugin is fully adjustable and will probably fullfil all your needs for the filmgrain look:

OK, I did exactly what you did: I added the color correction as track FX. Saved the project. Closed the project, reopened it. The colors were still changed. And the track FX button still contained the effect which I could adapt.

I am working with Vegas 8.0c. Which version are you working with?

Movie Studio has a nice color correction tool in the FX toolbox. This can be used to set the light, mid and dark tones. Unfortunately, it lacks the secondary color correction tool which is available in the pro version of Vegas.
However, a free plugin is available for color correction that also works well in Movie Studio:

Normally the FX should be there, exactly as how you described it. Apparently you deleted the FX before saving the project or something like that…

Yes, an event is a piece of video, audio, graphics or generated media on your timeline. Right click on an event and choose COPY, then righ click on another event and choose PASTE ATTRIBUTES. All the FX from the first event will be copied to the second event. You can even PASTE ATTRIBUTE to multiple events.
