I believe you have to render your effects to the video in PI and then send it back to Vegas.
Or… You can create the effect with an alpha channel in PI, render it out, send it to Vegas and place it above your video and then manipulate its position with track motion.

While not everybody may have a DVD burner I’ll bet that 95% have a CD/DVD player on their computer. And I do not think that DVDA will create a CD.

If you click New-single movie, you just drop your ‘single movie into DVDA and you have your DVD. No buttons, no menus. You put the DVD into your DVD player and it starts right into playing your movie.
If you use the menu based choice you drag your media to the window and a ‘button is automatically produced. You set what is shown in that button or actually the icon as they can be different, by highlighting the button and going to button properties (should be found in upper right) You want a portion (preview) of your movie to play in the button? Choose animate button and set the in and out points to show what part you want to play. You DO NOT have to make a separate media in Vegas for it.

The velocity envelope would appear to be useless or at least very limited in its usefulness. If you change the speed of a section it of course chsnges the length of the video. But the envelope does not adjust to stay with the speed adjusted part so that other parts are effected as well. You can kind of work around this by splitting out your section to be adjusted and then change its speed (but without ramping)You then change the length of the changes video to match the ‘notch’. But there seems to be no way to adquetely ramp the change.

Since you are on a Sony Vegas board can we assume that you have one of their products? Which one?
Using the cookie cutter fx you can create a shape (oval?) around your player and have him slightly brighter than the rest of the picture. You can animate the oval to follow him with keyframes.
You could use an arrow (one from wing dings would work nicely) to point him out and again animate it with keyframes to follow him around. -
I can answer a couple of your questions:
All HDV cams record to tape. But they can also record to HDD or cards with the right add on equipment. Or they can record directly to your computer. No AVCHD cam records to tape.
You capture the footage from the HDV cam to your computer and it is bit for bit – no changes.
You transfer your files from the cards or HDD of the AVCHD to your computer (much quicker) and with no changes (bit for bit) -
I asked the question in another post about downloading a ‘codec pak’ (I think it was K-lite) I was concerned that some of the codecs would ‘replace the codecs that Vegas uses and cause problems. I was told (I don’t know how authoratatively) not to woorry. That Vegas looks first to its own codecs for the render. If it doesn’t have one that will do the job then it looks to other installed codecs. How does this sound?
