In case you’re talking about tracking in a 3D space, you should look into Syntheyes.

The clip you downloaded was compressed with the Sorenson codec. You can find this out by opening it in the Quicktime player (not AE), then hitting ctrl-J (cmd-J) and looking for video track>format.
Sorenson is meant to be a delivery codec, for final web delivery. It wasn’t designed for source files to be imported into AE, which is what you’re doing. AE doesn’t like Sorenson sources much.
(By the way, this clip is not NTSC, contrary to your original post. It is 320×240)
I recommend you try to export the clip (self-contained) to a Quicktime movie in the animation codec, using Quicktime. You might need Quicktime Pro. Once that is done, then you can import it into AE. The quality will not improve over the original, but at least you shouldn’t see the image breakup.

Dragging onto the new comp button is generally a good idea if you want the footage to fill the comp. So far so good: the comp settings will match the footage settings in termas of frame size, frame rate, comp length and pixel aspect ratio.
However, doing that doesn’t do anything about field interpretation.

Try re-interpreting the footage (file>interpret footage>main) and separating fields. Alt-double-click on the footage in the project window then press the pageUp and PageDn keys to step through the footage. If the footage jerks back and forth, you’ve used the wrong field order, and should re-interpret with the other field order.
If your footage is DV, the order is lower field first.
If it is not, it could be upper or lower first. Try the alt-double-click trick.
If it was shot progressive, separate fields should be “off”.Anyway, try that, but also … tell us about your footage. What is the codec?

Can’t you just scale up the layer from the imported Illustrator comp? If you want it to be sharp, you can click the “continuous rasterization” switch.

Search the AE help for “track matte”.
Basically, you place the text layer over the footage layer, then set the TrkMat button for the footage layer to “alpha matte”.

Search the COW using the “advanced search” (including the archives) using the terms “film” and “burn”. This has been discussed before.

A .rar file is sort of like a .zip file. I believe you need a utility such as WinRAR to open it.

You don’t have to render the entire comp length — set it to render the work area under “time span” in the render settings.
Do you have a copy of the manual, Andreas? Seriously, it would be good to familiarize yourself with the app through the manual.

The extra one lies in the AE package on OSX. Ctrl-click on the AE app’s icon in the applications folder, then choose “show package contents”. The extra plug should be in the MacOS folder therein, in a “Plug-ins” folder.

15 fps looks different from 29.97 fps, but jumpiness could be subjective. If you can get 29.97 and a decent downloading experience, great. Ask other remot users to test the download.
As an example, the Fantastic Four trailer is 24 fps (but it came from film), with a data rate of 134 KB/s. Maybe with more broadband users out there, that’s the standard. My 75 KB/s is looking pretty conservative.
Compressionists have done a lot of testing to arrive at their recipes. If you download a lot of trailers, study the quality, and check their settings (ctrl/cmd-J) you can see their frame rate and data rate.

You can encode using Sorenson Pro 3 from AE, but there might be some reduced functionality. It looks as if the important stuff is there under the Options button for the codec in the outout module. Sorry, I can’t be sure if it behaves identically with or without a Cleaner or Squeeze host. I’d write Sorenson or check their website to see about reduced functionality.
