No, its not nothing near a next evolution of Sony Vegas Pro.
It serves an entirely different function for a different category of the
editing process.

Wish i could help, but im totally unfamiliar with which formats Movie Studio
Platinum can ingest. But to be on the safe side i would say

No, don’t delete File IO Surrogate while Vegas is running, its part of it’s
processing, so that’s why it crashes.
Norton is a death trap, you shouldn’t even have it installed on your editing
system, i stay far away from anything Norton and advise everyone accordingly.
And the fact that things start behaving oddly since you update it, is a clear
sign and deactivating it alone wont help.
There are other far less intrusive and resource hogging Antivirus out there.Steve Rhoden (Cow Leader)

Probably because you have 2 pass rendering enabled in the settings
