If your camera uses drop-frame timecode, then use the 29.97 setting. Frames are not actually dropped. It is a method for accounting for the 29.97 instead of 30. All the frames are still there.

There is no automatic way to shuffle footage that I know of. Sorry. Put it into icon view in the project panel and swap them all around. Then “Automate to Sequence”.

If you need to share footage with an FCP user, you are better off using FCP. And apparently there are export issues with no OMF support in Premiere Pro.
So, basically, a one man shop can do anything with Premiere Pro that he can do with FCP, but sharing is a different issue.
Me? I use Premiere Pro successfully and have no urge to switch over. But I am not inclined to say bad things about FCP. Both programs have shortcomings and features that the other does not have.

I recommend the fastest PC with the most cores that you can afford.
You will want at least 1GB for each core. You probably can’t buy Windows XP anymore, but if not, CS4 will probably support Vista 64. So plan ahead.
You should only need firewire, no special capture or edit card.

They should both provide the same quality output. Although I believe that Vegas uses the Cineform ntermediate codec, which I like. I paid extra to have that capability with Adobe. It is easier to use Premiere Pro with the rest of the Adobe products.
Toss a coin. Or, rather, pick the one that “feels better” to the way you like to edit.

Try scaling the ones without a red or green bar down to 99%. It should not cause a problem and will force a render (green bar).

The Motion Effects Rotate parameter should work for you. I don’t have the old software on my PC anymore, but it should be in Motion, I think.

I would do this in Soundbooth (or Audition) to get the best noise reduction you can.
