It is a DV AVI captured directly from a MiniDV camcorder? Or something else? Like DivX?
And what are your settings on the DVD export?

Well, tough question. Yes and no.
The formats on the DVDs and hard drives are more compressed, but with better compression techniques than were available in the past. It is still very hard on a PC to work with them, but PCs are getting faster.
You might find Premiere Pro works great with them, but because MPEG is not included in the trials, it confuses the issue for you. At least for the time being.
I would stick with MiniDV if I were you. When you move up to HD, then you have to figure out what to do again. Stick with tape? I would. Go with AVCHD? Not yet, although it can be converted to HDV with a $75 tool.

Premiere Pro CS3 is a beta. None of the Premiere Pro trials or betas include the ability to edit MPEG video – on purpose – due to licensing issues.
Try it on a purchased copy of Premiere Pro 2.0 and you should be OK.

Which version of Premiere Pro are you importing them into? And which camera? If you have the AVCHD you will want to convert the files first.

There was also the occasional bright flashes (one frame perhaps), and posterized time helps with that stuttery look. Maybe even add a touch of sepia tone to the monochrome footage.

In English, the Keyboard Customization dialog has three sections. The default, I believe, is Application, then there is Windows, then tools.
In the Windows section under Timeline Window is:
Set Work Area Bar In Point and

I never said copy and paste, I said nest. The keyframes come with.

Take the original sequence, nest it into a new sequence, and trim the first 24 seconds.
