Do not use File Export Movie, use the Adobe Media Encoder. Export Movie is really only used for exporting to DV AVI. MPEG amd WMV and MOV are exported the the Adobe Media Encoder.
And no, exporting to MPEG2-DVD in Premiere Pro would be the same as doing it in Encore, except you don’t have to take the middle step of exporting to DV AVI.

If you export to DV AVI and bring it back into the project, does it look OK? If so, it is certainly whatever you are using to compress for DVD.
If the AVI is bad, then you might want to export to MPEG2-DVD from Premiere Pro and use that in the authoring program.

If I were you, and the 10 year deal is real, then I would probably export as an image sequence regardless of the size. You are more likely to be able to import it into future products.

You can not zoom in while editing in a HD project and not have a loss of quality.
If you import the HD into a SD project you can, but only if you do not automatically scale it to the project’s frame size first. And do not exceed 100% of scale. (I assume that the value you are changing is the “Scale” parameter.)

Upgrade. The 1.5.1 version of Premiere Pro converted from tape to Cineform AVI. So you could purchase Cineform and use it to convert to Cineform AVI for you.
Or, you could upgrade.

You can’t close caption in Premiere Pro. You do that on the DVD itself by using Encore to author the DVD. The titles are not on the video, they are separate and can be turned on and off with the DVD remote.

Before you rent anything, consider going to a green screen rental facility and have them light and shoot it for you, then just have them supply the footage on a hard drive.
You get the best lighting and experienced shooters.
It depends on your location of course, but Google “Green Screen Studio Rental” and you might be pleasantly surprised.
I have had good luck with green screen and HDV, so maybe updating your PC is a better choice?

Blue (or green) screen. It is easier to replace the green with white than to shoot on white and eliminate shadows.
2. Which program accepts HDV files and outputs GIF animations at these frame rates?
Premiere Pro will export animated GIF files (without audio) using Export Movie.
3. I assume perfect uniform ligting will be critcal in order to make to GIF background mesh with the webpage background?
Light the greenscreen correctlu and you should have a perfect white to work with.
4.Alternatively is it possible to have a flash video (with audio) that auto loads with the webpage and then loops? The video must match the webpage background and not appear in a flash (or other) video player though.
Yes. Many sites have such things. Usually advertising.
