Yes, just go to File, Export. You can export out the video as a self contained clip.

to save time I would go with an effect like in the Sherlock Holmes Closing credits. Have your original photo in a layer and then the drawn one in another layer. Create a paint stroke like the Liquid Ink Bleed so it animates over the drawing. Or you can use a cloud chamber like the one in Digital Juices Compositor’s Toolkit Vol. 1. Do an Add Image Mask to blend them together and you are in business. If you have never done an Image Mask watch this Image Mask tutorial I did, the image mask part is in the middle of the tutorial. I’ve done the H.264 set to a very high bit rate and it looks good on the digital signage. Photo JPEG is great as well, a lot of stock footage is delivered in that format for reasons Mark Suszko brings up.

In FCP, go to Settings, Sequence. Then click on the Render Control tab. Set Quality to best.

Select the Emitter and hit F4 to open up the emitter tab. At the bottom you have a particle source well. Drag the new particle from the Project Pan or Timeline and wait for the hooked shaped arrow and you are good to go.

To duplicate take it into Motion, add a hold frame at the point where you want the video to stop and zoom in. Use the mask tool to cut out the talent. Animate one of the layers to move as the camera zooms in on the shoot. Add a blur and you are good to go. Best of luck and hope this helps.

You can shoot the car and then add the riot footage, then shoot the talent on green screen. Or you shoot the car, then add the green screen and shoot the car again. Add the riot footage, car and then car with people in front of green screen.
Other wise you will need to roto-scope the footage which can be done in Motion or AE.
