You are on the right track of separating your O/S from your applications. The idea is that you don’t want your disk drive, by far the slowest peripheral in our PC’s, serve two masters. With that thinking, having a separate drive for your assets is smart.
Here’s how mine works:
Internal: Primary drive is divided into two partitions (yes, I said partitions – I am a vocal opponent to partitioning which is an artifact from the days that hard disks were getting bigger than DOS could address). The first partition is the boot partition, and the second partition is the Windows 7 System Backup partition. Secondary drive is where I put the “My Documents” and temp folders.
Externally: I use USB Docking Ports for everything else. Terabyte drives are relatively cheap, and I just dedicate a physical drive to a single project. Each project gets its own drive.Steve

What is the source of the lightning event, and are you sure that it supports transparency (alpha channel)?

Tracks are viewed from the top down, and only through transparent portions. If you want the lightning on top of your signature, then the lightning eveent is on the top track, and the signature will show through the transparent parts of the lightning. (Right clicl on the lightning event to make sure that the alpha channel is present, if not, then tre event is opaque).
You can also reduce the opacity of the upper track to let the lowr tracke show through.

Just a guess, but I don’t think that CC is part of the metadata in an m2t file.

Bit rate calculators can only provide an estimate!
The minimum bit rate really doesn’t effect much.
Round down the max bitrate. Never up.Yes, the other defaults are needed because even if you don’t have a menu, subtitles, or other assets, the DVD spec *still* requires the structure in the VOB file, and that consumes some space.

Sounds like you are running out of resources. Vegas isn’t crashing, Windows is crashing when you are running Vegas.
How much disk space do you have set aside as Virtual Memory? You might try increasing that *and* make it static. (https://support.microsoft.com/kb/2267427).
Also, you should be using at least two hard-disks. One for the O/S and one for the video media.
