Saturated?? LOL!!
The monthly download caps have absolutely NOTHING to do with service capacity and EVERYTHING to do with throttling the competition. Want proof? The caps don’t apply when you are buying content from the ISP.

All that means is that memory is not the bottleneck in whatever the process was doing. Sony Vegas needs processor power more than faster RAM or hard-disks.
I am currently running some experiments where my editing project files are on an SSD. Rendering/Encoding speed is not much improved, but preview with multicam projects is significantly less painful (on my 2300MHz Quad-Core PC).

Low Memory or Out of Memory does not mean “Not enough RAM”, though adding RAM can sometimes fix a “Low Memory” waning. A “Low Memory” warning usually means that you have exceeded your commit limit. You need either a bigger page file, more physical memory, or both. The most important thing to realize is that physical memory and the page file added together equal the commit limit, which is the total amount of virtual memory that all processes can reserve and commit.
Paging file configuration is in the System properties, which you can get to by typing “sysdm.cpl” into the Run dialog, clicking on the Advanced tab, clicking on the Performance Options button, clicking on the Advanced tab, and then clicking on the Change button. I would suggest a value of 1.5X the currently allocated value. The old advice of 2X or 3X your RAM is, well, old advice when a few MB of RAM was normal. The largest paging file that you can select in Windows is 4,095 megabytes (MB).
Also, Windows supports up to 16 paging files, but each must be on a separate volume, so if you have more than one internal disk drive you could try enabling a Paging File on your second hard-disk. DO NOT put a paging file on an external drive because if it’s not present when Windows boots, then Windows will crash.

Let me repeat for emphasis: The largest paging file that you can select in Windows is 4,095 megabytes (MB).
run Perfmon to keep an eye on memory usage. (Start, Run, Perfmon) Watching Committed Bytes important. You want to make sure that the amount of committed bytes never exceeds the commit limit.

Perhaps there is a language issue, but images don’t have frame rates. I am guessing that you are referring to importing video to the timeline. If so, why do you need to change the frame rate and field order? I suspect that you are making some unnecessary work for yourself. What is the source of the video that you are importing?

I was hoping that it was my media. I hate it when someone else has the same problem because that is a strong indication of a bug. Can you easily replicate the problem?
I have a project where this happened. And it’s repeatable.
I have an animation that was imported from 1700 JPG images. There’s some introductory AVI in front of it and some summary AVI after it. Pretty simple. The only change is that the animation was sped up (ctrl-drag) to match the underlying narration.
Rendered a new AVI just fine. Made some minor tweaks to the brightness/contrast of the animation, and boom. The preview is as if the track was not even there.
Exit Vegas, reload the project, and it’s back.

You don’t say what format HD you are planning, but since most consumer cameras are shooting some version of AVCHD…
Realize that AVCHD files are very compressed. The only bulwark against the massive compression in AVCHD is sheer bone crushing-processor power and blazing fast disk throughput.
Your PC is probably inadequate to edit native AVCHD, so you will probably be using an intermediate, like Cineform.

You can also reduce the Ram Preview size. If you don’t use RAM preview (Shift-B), then the memory set-aside for ram preview can’t be used for rendering or encoding.
