Check the affinity. If your process affinity is not using all cores, you will see low processor utilization.
Low processor utilization can also mean a hardware I/O bottleneck.
High processor utilization means that the processor may be your limiting part of the program. (If you’re frequently seeing 100%, then you definitely need a faster processor).Steve Mann

There’s a lot of people running Bootcamp and Windows to run Vegas on their Macs.
There is a “rendertest” thread on the SCS Vegas forum, and two of the fastest PC’s in the results are Power Macs running Bootcamp.

Bitrate.
Higher bitrate = higher quality = larger filesize
Adjust your bitrate to get your desired filesize or quality.

Version 8 was before AVCHD. download Version 10e demo and try that.

If you are working with AVCHD you should be using version 10e.

Don’t get me wrong, You *will* get the quality, but editing will be a pain because only the fastest processors can keep up with the requirements. Preview will be choppy, maybe as low as 1fps.
However, all is not lost. go to https://vasst.com/store/sony-vegas-plug-ins.aspx and look at Gearshift. Gearshift makes a proxy file of your AVCHD footage, the proxy file is of lower quality but easy on your PC for editing. When you’re finished editing, Gearshift replaces the proxy footage on the timeline with the original AVCHD footage. You then encode (render as) your final output files.

AVCHD files are very compressed.
The only bulwark against the massive compression in AVCHD is sheer bone
