none that I am aware of, this is tape noise. However, here’s something you can try – capture the tape again. It’s possible that some of the noise does not occur in the same place, so by aligning and averaging the two tracks you may reduce it some.
Boris Continuum 7 (a Vegas Plug-in) has a Noise Reducer that you may want to investigate.

You set up the sequence and settings once and they are all saved in the package.

Make a Filter Package.

Then on each subsequent event that you want to apply all of the filters, just add the saved package.

How did you “reinstall” your codecs?
If you used a codec pack you surely have replaced the good codecs installed by Vegas with inferior ones. The solution here is to reinstall Vegas.

CPU usage is a really poor indicator of your computer’s efficiency. In fact, it’s worthless. A high CPU usage only means that you need a faster processor because the one you are using is struggling to keep up. A low CPU usage could indicate a lot of things, like some I/O bottleneck, or as John pointed out, a single-thread CODEC in a multi-core PC.

I have a couple of the Plugables now. It does take CPU resources, so anything less than a dual-core won’t work well.
