The template should be what you want output. Vegas doesn’t care what’s on the timeline.

That was likely done in Adobe After Effects, but you can come pretty close using Photoshop (or GIMP) and Vegas.
You need to make each element of the graphic in it’s own layer in Photoshop.
Bring the PSD file into the timeline “Across Tracks”.
Animate each track with event pan/crop.Here’s something that I did using the above process.
Marauders MapEach footstep is a different layer in Photoshop, each footstep event is offset by one second on the Vegas timeline and each event has a fade-in and fade out.

Right click either the audio or video event and select group then remove from.

Mark is working with an image sequence, so Photoshop is working on individual frames.

Mark – do the experiment I outlined above. How many images does a one-second image sequence export generate?

There seems to be some disconnect in your question. I am not following the problem. Which Version of Vegas are you using and how are you generating the text? (There’s four or five methods of generating text in your video, depending on your Vegas version).

Interesting, this is something I’ve wanted to try (frame-by-frame application of Photoshop filters), but never had the time or need.
I have used image sequences for time-lapse. I don’t normally work in 24P – is that what the camera shoots?
Try this, mark a region of exactly one second and export that as an image sequence. How many frames did it make?

Blue? As in sky blue?
If so, you have a serious Windows problem. A Blue-Screen error in Windows 7 is remarkably rare because Microsoft put a lot of effort into better error detection than previous versions of Windows.A Blue Screen is Windows version of ARF. (If you don’t know the acronym, then you are a youngster who never used DOS). Windows is saying “I’ve encountered an error and I have no clue how to fix or report it”.
Here’s Microsoft’s take on it:
Resolving-stop-blue-screen-errors-in-Windows-7BSOD is almost always a hardware problem and sometimes a driver problem. Is the AVC encode the only time you encounter the BSOD? And what are you trying to encode? (Almost all formats we produce are encoded notwithstanding that Sony put the encoding options in the “Render As” menu). Have you tried rendering a non-encoded format like AVI? Which CODEC are you trying to use.
Please tell me that you’ve never installed a CODEC pack.
