I went tapeless with the Sony HVR-DR60 Hard Disk Recorder years ago and have never had a problem. And I’ll never go back to tape.
You might get more response to the question if the subject line wasn’t so cryptic.

You are re-encoding (not rendering notwithstanding that Sony puts the encoding options in the “Render As” menu). Re-encoding an already encoded format ALWAYS takes a quality hit.

Are you comparing the images on the same screen?
Are you sure your preview isn’t set to Auto?
Is your PC powerful enough to handle full-resolution preview?

You have to use a third-party program to generate flash files, but even Adobe is not supporting flash on portable devices any more. MP4 is much more universally accepted, including Pad:

I am not following your workflow, but if you are letting DVDA encode your video, then you are doing something wrong. You should be giving DVDA compliant MPEG and AC3 files from Vegas. Then DVDA should not have to re-encode anything.
Can you take a screenshot of the Project Overview window?

Vegas isn’t going to change the length of a frame unless you have “Quantize to Frames” turned off (it defaults on).
I did the test and in a one-second region, I got 25 frames – which is correct because the one-second point is the first frame of the next second of timeline.
I did it again with a one-minute event. At 24 FPS I expected and got 1440 frames. I imported that sequence and it was a perfect match with the original event.
How long is the project and how far off is your sequence.
By the way, the first time I ran the test I forgot to set my project properties to 24FPS and generated 30 images per second.
