For timelines, etc, that is all correct; you can mix framerates, and for bluray you can mix pixel sizes. For NTSC DVD, you are, of course, locked at 720×480.
The part that can’t be changed is the default transcode setting. There’s really no choic for DVD (except max rate and audio format). For BD, once set, you cannot change that for the project.
Rob, in your response to Ricky, it sounds like you’re talking about DVD, not BD.

I don’t know why Rex is not getting the correct look, and I’m wondering if something has changed in the default transcode settings. (I did not think they had.) But Gspot a vob of your 23.976. It will show a fps of 29.970 with 3:2 pulldown. It also shows a “Pics/s” of 23.976, just as mediainfo shows only the 23.976, but Progressive and 2:3 pulldown.
Do you see any difference between CS5/5.5 and CS6?

Okay; what does Encore show the footage as once you import it?

Encore (the DVD spec?) always puts the 24 in 29.97 with pulldown. This was true before CS6. Does Encore show it as 24? Are you bringing 24 or 23.976?

While layer order in Photoshop and button numbers in Encore can affect button routing (as it is called), neither really controls.

Preferences for automatic button routing can inmprove the automatic option results. Ultimately, you may need to turn automatic routing off, select the button routing icon in the menu viewer, and drag as needed.

Menus, including the motion assets, are limited to one gig on a dvd. So this might work if the content is limited. Since you are not using buttons, the limitations of highlights are not a downside.
I don’t know that the AE process is any more cumbersome than it would be using Encore – all you can do with Encore is work with the psd menu file; you’ve still got to animate the list. Okay, you could use multiple menus, but I suspect you’d get some jumps when you move menu to menu.

Select the beginning “disk” in the flowchart view. In properties you will see the title remote option.

You can’t use H264 on a DVD. Encore is still going to reencode it.
I don’t know apple re how you should do this. What you want is to export something that Encore will accept as DVD legal.

Three parts that may be included in your time – what is included?
Transcode, build, burn.
If you don’t know that the time is all burn, you can “transcode now” to do the transcode separately from the build. You can build to a folder or image to separate that from the burn.
