What version of Encore?
Some reports of this problem are because Encore is rendering (as it will if you do anything other than add highlights), and the default transcode setting is too low.
Try one of the Encore template HD motion menus, and see what you get.
What format are you using to bring the motion asset into Encore?

In Encore, import “as timeline,” and select both the video and audio file. Does it have audio now?

Overrides were once very important. Now with chapter playlists, less so. And many users recommmend never using them.
Did your project work correctly without the override?
The oddity is that Encore preview works (and why not? the override should not stop the menu from working), but a real disk fails to work the right way.

For CS3 through CS5.5, the library installed with the program, not as functional content.
So, I think that doesn’t work I wonder if a repair install (for someone with CS5.5 still installed) would add the library back to CS5.5?

We’ve been told on the Adobe forums that the CS6 library is not yet available, and will be available very soon by download.
Very oddly, the Encore 5.1 library is deleted when CS6 is installed.
Also, they are returning to the method where a very minimal library is installed from disk, and the regular library is installed from the functional content disk – except it ain’t there.
So for now, copy from/point to an older version. If you haven’t installed CS6, copy your 5.1 to a safe location.

You can change button routing by turning automatic routing off.
Also, are any of your buttons set to autoactivate?
I assume that what you refer to as poster boards are what Encore calls thumbnails, where the content is set by selecting the poster frame for a chapter.
