Export a 29.97 EDL. Use cinema tools to convert the EDL to 23.98. Import that EDL into a new 23.98 project, batch capture.

Yes. Set the camera to manual so that these automic shifts don’t occur in the first place.
In post? Nope. You will have to adjust it on the fly and keyframe it.

I’ll second what Charlie says…but I’d consider firewire 800 drives the minimum for this. And yes, G-Raids are GREAT for this type of footage.

I have yet to be presented with HDV footage, but if I got any, I would offline it DV then online it 8 or 10-bit uncompressed.

DVCPRO HD works fine with FCP HD (FCP was called HD because it dealt with this format natively)…and can be stored on FW 800 drives just fine. In fact, I recommend the G-Raids for this. I use them, two post houses I know use them and they work fine.
