Sounds like a job for Adobe GoLive. Check out the options for using “Components.” They are like mini webpages that can be inserted into other web pages. When you update the component, all the rest of the page that contain the component get updated automatically.

Most likely it is because your document is set to CMYK. If you set your color mode to RGB, they should all be available.

If you click and drag to form the boundaries of your text box, you will not be able to scale the text by dragging the corners.
To scale:
Click with the text tool once and then begin to type. Select the move tool. Reselect the text box and now you’ll be able to scale the text.********************************

I could only suggest having multiple text boxes placed around the circle. Make sure the text boxes are linked and you’ll be able to type and have a continuous paragraph.

You can get a quick version with 2 layers
Layer 1: apply Cartooner (to get the strokes)
Layer 2: apply median (for flatter color)work with your blending modes and see what you get.
