Depending on how “random” you need it to be you could use a method like the one found in this tutorial.

In a comp – set different numbers in different keyframes and then set that comp as the layer particle. Set the Time Sampling to be Random Still Frame.

Simple. Make a mask of the dog on one layer and animate your paint brush on your other layer. Your paint brush will fill in the masked shape.

create several objects.
group them.
click on the rotation tool.
reposition the rotation center by moving the cross hairs.
rotate your object and simultaneously copy the object by holding down the option key as you drag
once you’ve copied it once, then hit command D to duplicate the copying. Keep hitting command D until the object repeats over itself.

By the way, components are not the same as frames.
These changes are very time consuming to manipulate in Photoshop/IR. You may want to check out a bunch of books to learn some HTML.
